The weekly magazine Sisa Journal published Tuesday reported that it had uncovered a copy of a three document "media control plan" prepared by a Millennium Democratic Party think tank and sent to President Kim Dae-jung. The weekly said that the first document was prepared during Kim's inauguration; the second, August to September 2000; and the third was presumed to have been prepared in mid November last year. It continued that the second document was titled "The People's Government and Basic Media Strategy," and the third,[link widoczny dla zalogowanych], "An Analysis of Recent Editorials."
The weekly reported that the media think tank had been in operation since the inauguration and apparently sent every report to the president. The second and third documents noted that media reform had failed and urged the government to confront the media directly, putting measures in place to control criticism against it.
The report went on to say that criticism from the Chosun,[link widoczny dla zalogowanych], JoongAng, Donga and Munhwa Ilbos on people in the government and power circles had "reached dangerous levels,[link widoczny dla zalogowanych]," and could get worse as its term continues. It advised the ruling circle to build itself anew through reform and then use a frontal attack strategy.
The ruling camp reorganized the Millennium Democratic Party in December last year and started to talk about media reform in January, culminating in a speech made by the president. This was immediately followed by a massive investigation by the National Tax Service and the Fair Trade Commission, overwhelmingly targeting the four news papers.

The increase in prices of liquefied petroleum gas (LPG) is expected to undergo a downward adjustment. Minister of Planning and Budget Jeon Yun-churl and director Kang Bong-kyun of state-run Korea Development Institute (KDI) have once again locked horns on the issue of setting up a third supplementary budget,[link widoczny dla zalogowanych].
Minister Jeon called a press conference Tuesday and said if the government wants to press ahead with its bid to expand state expenditures to stem the deepening economic slump,[link widoczny dla zalogowanych], it is more desirable to revise the budgetary proposal for next year. He flatly rejected the proposal to set up a third supplementary budget and maintained that what is more important is to implement the already allocated budgets without resorting to setting up new additional budgets.
Kang,[link widoczny dla zalogowanych], however,[link widoczny dla zalogowanych], claimed Tuesday that to prevent the economy from further backsliding,[link widoczny dla zalogowanych], it is necessary for the government to set up the third supplementary budget by issuing state bonds in the latter part of next month.
Kang,[link widoczny dla zalogowanych], the former chief presidential economic adviser and former minister of finance and economy,[link widoczny dla zalogowanych], went on to claim that as the nation��s exports have been plunging,[link widoczny dla zalogowanych], the only way to rescue the economy is through budget operations,[link widoczny dla zalogowanych], which is in direct opposition to Jeon��s view. The two were engaged in a verbal sparring in September over the forecast for the country��s economic recovery.
