The Seoul-Pusan high-speed railway project, the largest government infrastructure investment since the establishment of the Republic of Korea, is now embroiled in suspicions of illegal lobbying activities including bribery. The fact that every large-scale state project has had these raised demonstrates how deep the corruption of the power circles is embedded in Korean society. In this situation, people cannot but feel wretched at the prospect of the country ever being able to rid itself of this endemic disease.
Following on the heels of the Linda Kim lobby scandal, allegations of officials receiving large bribes from illegal lobbyists with regard to the selection of the train for the high-speed railway project are still murky and unclear. So far,[link widoczny dla zalogowanych], prosecutors have arrested only one female lobbyist in her 50s who received a substantial amount of money as commission from ALSTOM-TGV, which was selected as a contractor, and a former high-ranking police officer. But core personnel are still at large,[link widoczny dla zalogowanych], thereby contributing to the mystery and the investigation to date has not uncovered the existence of illegal lobbying activities. Judging from various circumstances,[link widoczny dla zalogowanych], it is highly possible that large-scale illegal lobbying did occur.
First of all,[link widoczny dla zalogowanych], the woman lobbyist who was arrested claims that the W3 billion was a commission paid for making the contract successful,[link widoczny dla zalogowanych], nothing to do with illegal lobbying. Even if her claim is as she said, it is common that if ALSTOM had given her such a large commission,[link widoczny dla zalogowanych], much more money must have been spent for real lobbying activities. Although full details of the scandal are not known because the main lobbyist Choi Jai-man,[link widoczny dla zalogowanych], a U.S. resident, has not been questioned,[link widoczny dla zalogowanych], the initial investigation by the prosecution office revealed that a total of W7 billion was funneled to him.
It is not clear why the Seoul Prosecutors Office abruptly stopped further proceedings on this case after investigating it secretly in 1997,[link widoczny dla zalogowanych], although it has been claimed that after results were reported to superiors, the Supreme Prosecutor's Office ordered the investigation stopped. It also confiscated related documents including backed up computer, apparently intentionally stopping the investigation. Even though there may have been political reasons for ending the investigation,[link widoczny dla zalogowanych], such as then ruling party pressure in the run up to the presidential election, it is unbelievable that it was not revived afterwards.
Since ALTOM-TGV succeeded as a contractor, reversing the final selection of Siemens with only a one-point difference,[link widoczny dla zalogowanych], rumors of direct or indirect intervention by the blue house and political circles have persisted. The prosecutor's office should make a thorough investigation on the alleged scandal and also reinvestigate the Linda Kim case. Through these investigations, every suspicion on illegal lobbying activities surrounding the power circles should be rooted out. In addition the institutional loophole making the legal and illegal boundaries of lobbying should be closed.
